What is the name of the "city poet of Cologne" who wrote a song in the 1200`s or 1300`s?

I was watching an episode of the PBS program "The Western Tradition," and at one point during the program, Eugen Weber mentioned that "the city poet of Cologne" in either the twelfth or the thirteenth century had written a song which starts off, as I recall, with the words, "Down the primrose path I coast," and ends with, "...Since the soul`s bound to roast, save the skin`s my motto." I was wondering what the name of the "city poet of Cologne" was, and what the title of this song is; also, is there a website which has the full text of the song, which I have remembered only a few words of?
