I have a sample of eye cream that is running out and it costs way to much to actually buy a full size. It's main schtick is that it has evening primrose oil in it. Does evening primrose oil actually do anything for the eyes? I'm wondering because I have some in pill form. Could I just rub some under my eyes?

I would not recommend doing that. The pill format may contain other stuff that could damage your eye. My family (meaning my mother and sisters use VitaShield? Intensive Eye Firming Treatment and its last for a couple of months.
